Bandai has revised the banned and restricted list for the One Piece Card Game. The change takes effect on 12 October 2026 and consists of a single ban: OP14-020 Dracule Mihawk.

The development team says that as more booster sets have come out, some combinations built around this card became stronger than they had planned for, drifting away from the kind of game they want to offer. They also judged that the card heavily limits Leaders with the {Slash} attribute and damages Leader diversity in the current environment, including for cards still to be released.
Because OP14-020 is leaving the game, Bandai plans to distribute a Leader with new text, P-163 Dracule Mihawk, at future events. No distribution details are given yet.

The team's stated goal is that players and fans can enjoy many different decks built around Leader cards. To judge a deck, it looks at several signals:
Cards can also leave the list again when the environment changes and the game can be enjoyed without the restriction. Revisions are normally announced twice a year: once after Championship Season 1 in Japan ends and once after the World Championship. If a card is judged to be spoiling the environment, though, it can be added to the list without waiting for a season to finish.
